Licenses & E&O coverage
=======================

Licenses and Errors & Omissions (E&O) coverage are the credentials the
compliance engine watches (:doc:`compliance`) and two of the five
market-access prerequisites (:doc:`producers`). They are shown on each
producer's detail page — the **Licenses** tab lists number, status,
expiry and a flag pill (*ok* / *expiring* / *expired*).

Licenses
--------

A license records a producer's authority to transact in a
jurisdiction:

* **License number** and **jurisdiction**;
* **License type** — *Resident*, *Non-resident* or *Temporary*;
* **Status** — *Active*, *Pending*, *Expired*, *Suspended* or
  *Revoked*;
* **Dates** — issue, expiration and renewal dates;
* **Continuing education** — accumulated CE hours and the CE deadline;
* the **lines of authority** covered (from your reference catalog).

A license is flagged **expiring** when its expiration date is within
**30 days**, and **expired** once the date has passed. These flags
drive the license columns on the producer page and the compliance
monitoring sweep.

Licenses enter the system three ways:

#. **Onboarding approval** — when an application is approved with a
   license number and jurisdiction, an active license is created
   (:doc:`producer-onboarding`).
#. **Manual entry** — licensing staff record or correct licenses
   directly.
#. **Registry synchronisation** — the platform can look a producer up
   in an external producer registry (NIPR, PDB, FCA, or a manual/CSV
   import) by their NPN and create or update their licenses from the
   registry's answer, including each license's current status. Every
   sync is recorded in an audit log with its outcome (*success*,
   *partial*, *failed*) and any field-level errors, and can be
   triggered on demand for a producer or run on a schedule.

.. note::

   Registry synchronisation can change license statuses without anyone
   editing them by hand — a license may appear or flip to *expired*
   after a sync. The sync log always shows what happened and when.

E&O coverage
------------

An E&O coverage records the producer's professional liability
insurance:

* **Policy number** and **carrier name**;
* **Coverage amount** (per claim), **aggregate amount** and
  **deductible**;
* **Effective** and **expiration** dates;
* an optional link to the certificate document.

Like licenses, E&O is flagged **expiring** within 30 days of its
expiration date and **expired** after it. Current (active, unexpired)
E&O is required for market access, and lapsed E&O is a valid reason
code for producer termination.

E&O coverage is created on onboarding approval (when a policy number
was supplied) or recorded manually by licensing staff.

Continuing education (CE)
-------------------------

Each license tracks CE hours and a CE deadline. The required hours,
ethics hours and cycle length (default 24 months) are configured per
jurisdiction by your administrators. When a license's CE deadline
passes, the monitoring sweep raises a *CE deadline* compliance alert
(:doc:`compliance`).

What to watch
-------------

* The **Compliance** screen consolidates every expiring/expired
  license and E&O into actionable alerts — you do not need to police
  the producer list manually.
* The 30-day warning window is the platform default; alert thresholds
  can be tuned per alert type by your administrators.
